One of the major problems facing research in this area is the simple fact that the technology and the forces who are promoting its use are moving so quickly that it is difficult to keep track of everything that is happening. It also needs to be emphasised that it is Central Government and large corporations which are the driving force behind implementing the technology and the services which are being put on-line.
